Prospective Immigration to Lake Chapala from South Africa

I am interested in relocating to Ajijic / Lake Chapala area. I am a 70 years British widower, with no Spanish language skills and I am in good health. I have emailed a similar letter to the society but, have not received any response as yet. I would appretiate it if one of the members could help me on these questions below. Can I visit yourselves on a tourist visa and then apply for permanent residence status, while still there? At present, I reside in South Africa and do not want to have to return to South Africa after visiting your area, if I decide to stay there. If yes, what do I need in the form of paperwork, to do this application? Could you please supply me with all relevant information that I may need in this regard? Could you also please provide me with the latest taxation and medical/scheme information for permanent residence and perhaps cost of living statistics?
