In case there are others from Louisiana, or any surrounding area, who will apply for an FM3, or any of their visas for that matter, the Consulate in New Orleans closed about 3 months ago and moved to Houston.
The Consulate website still shows the New Orleans Consulate as being open and we took the trip to get our FM3s only to find they'd moved....the next closest one is in Atlanta.
Sure wish you could do it by mail!
