free or low-cost medical care in San Miguel for expat?

I just had a call from a friend in the states whose sister lives in San Miguel and is need of medical care. Apparently, the sister is not enrolled in IMSS and doesn't have much money. Is there any help for her out there, either in terms of subsidized health care or someone to steer her in the right direction?

One does not have to be a member of IMSS to use their services. If you are not a member there will be a small charge, usually very small.
