Thanks for the reply. It is hard to be able to choose the agency to complain to, for a particular problem. For instance a land developer has been playing with the lot owners money for 3 years now, which 70% are Americans, and they continue to delay purposedly the development and using the interest to pay 2-3 workers at a time, but there is no time seen in the near future as to when those lots will be delivered ready for construction. There are several families selling the lots and I feel that he might run to Belize with the money, just like it happened with the hundreds of lots around the soccer stadium in Morelia. In the last ten years two owners have ran twice with the money.

Anyway all lot owners of (Paraiso Escondio) are getting paranoid, scared and feel threatened, while other developments have their power, sewer and phone in in 9 months, these (may I say crooks?) have been playing with the lot owners minds and wallets for 3 years now. Some key personnel within are selling their lots...and now some are on the newspaper...Which would be the best agency that will investigate possible fraud to 100s of families in this situation?

Maybe someone else out there might own land here...better beware and start complaining..
