This was postponed since more staff from the embassy in Mexico City wanted to talk.

The issue about safety here is that expats that IMO who lived in a bubble have discovered there is crime in the city and you need to be careful like you would in any city. They have also been really surprised that the police have so little power and that the entire justice system is not the same as in the US.

We have been here 6 years. I do not think there has been an increase in crime.

If you are speaking only about SMA, that is perhaps the case. With the new Mega, Gigante, Office Depot in town, you won't need to travel to Celaya anymore. As you have probably read in the Mexican newspapers, there has been a huge increase in crime in general and violence in particular. Reports of bodies being found encobijado in vacant lots many of which have been tortured are cropping up with increased regularity. These are known as ajustes de cuenta (settling the score by narcos). The local Mexicans know enough about what is going on to be truly cautious. Most expats do not. I think that the experts at the security meeting at the Bibloteca will address regional rather than purely local security issues.

My apologies to Celaya...according to this article in El Sol del Bajio

In the past, it was Attorney General Daniel Chowell telling us that organized crime doesn't exist in the state of Guanajuato. Now this official claims that it's no worse in Celaya than other local cities. Somehow, it doesn't make me feel better to know that Celaya shouldn't be singled out for attention:
