To the best of my knowledge, none of the notario publicos in Morelia are Estadounidense. But they can verify documents, provided the same are translated, even for Estadounidenses. The easier and more efficient route would be take whatever documents you have which require a signature before a notary public to the U.S. consular agent in San Miguel de Allende.
