FM-3 Renewal - Consular visit necessary?

I need to renew my FM-3 for the third time in San Miguel de Allende. Someone told me that the new local U.S. Consul has been insisting that applicants come to the office personally and fill our a form.

Since I didn't have to do this on the previous two renewals, I am wondering if this is a new requirement or just a rumor.
Anybody know the straight goods on this?

On another mailing list, Ed Clancy has written that the SMA INAMI has dispensed with the requirement that solvency letters (which were required only of those foreigners using US bank accounts to provide income) be notarized by his office. You will still need to prepare a letter in Spanish, attaching three months of bank statements. In other words, the routine is now as it was prior to the change. You do not need to visit him.
