There is lots of new industrial development west of Tecate, and east of Tijuana, makes sense to connect the two.
I don't see much tourist appeal as Tecate, though its a neat little town, doesn't have much to offer. It could cause a huge impact by locals on services there, for instance, there is a passport office in Tecate that usually has no line, not even one person waiting. This is in contrast to Tijuana, where each morning the first 300 people in line are given permission to enter the office and the rest are turned away.
