I researched this a couple of years ago for one person bringing a truck and a motorcycle. Which is basically the same as your case, that is, one more "vehicle" than the number of persons. What I found out wasn't definite, but that problably it could be done, if the motorcycle was an off-road type. That is no plate, headlight, turnsignals, etc. The advice I got was to remove the above items before crossing, and keep insisting "it is only for the beach". Since I was moving here, I abandoned the idea of buying the enduro-dirtbike in the states, and instead bought one here. If I were you I would contact one of the outfits that do RV caravans to México, and inquire further, as they might be the ones who know the true answer. If your moving here, I'd buy it here, as Honda Mexico makes a couple of small bikes not available in the US, that people in the states, in the know, would kill to get their hands on.
