Mexican gov. programs to assist Mexicans?

Would appreciate any information available regarding Mexican government (all levels) programs to assist Mexican citizens needing financial assistance to improve their home. That would include low-interest loans, government grants to those whose income is below the minimum income level, single parent family, etc. I would like to pass this information on to our maid, who needs to spend approximately $30,000 pesos to add a new room to her home. Although we have helped her family a great deal over the years with financial assistance, we are not a credit union and would like to see if it is possible to work within the national system to provide her the assistance she needs without obligating ourselves or her to a long term debt with us.
