Biggles, thanks for your post--but the person who needs the FM3 clarification is Pam, and Pam lives in New York. If she applies for her FM3 in the USA, she's required to use the Mexican Consulate that covers her region.

Since it seems to be completely impossible for me to get a vehicle into Mexico without having to go back to the border whenever whatever visa I have expires (and it might expire when I'm up here in New York) I shall take the several pieces of advice I have received to buy a car in Mexico. Now all I need to to is settle the visa question (do I need an FM3 or will FMT do?) and I may actually be able to plan this trip. Maybe I'll ask a friend who lives in Victoria to poke around for me and see what the used car lots in his neighborhood require. Once you procure one, how do you register it in your own name? You surely must have to go to some sort of government office, and maybe they'll need an FM3. Do you need a Mexican driver's license to drive the Mexican plated car? How do you get insurance? Thanks everyone.

Just like in the US, every state has different requirements. Your best bet would be to get the FM-3. Many Mexican states require that you have a Mexican drivers license to register a Mexican car. To get the drivers license you may have to have an FM-3. With it, you'll be sure to be eligible to own the car legally. There are state offices, very easily found, where you obtain your drivers license and registration. If you can't do it on your own, ask around and you'll probably find someone in your area, who for a small fee, will walk you through the whole process. It's really no big deal although you may spend a few days getting the information together.

In D.F. and Estado you do not need a local driver's license to have a car here. However you will need your visa.

If you want a license here, you must have your FM2, FM3 or diplomatic passport to get a DL. Comprabante de domicilio (telephone bill works just fine) is the only other requirement in addition to the fees. No tests, but that is not true for many other states in Mexico.

When I lived in Chiapas I had an FM3 for work. I bought a Volkswagen Bug from a private individual. He went with me to get the car put in my name. Lots of paperwork (and of course copies!!) but he handled it for me. All I had to do was sign. There was an inspection of the car, I think to make sure all the serial numbers matched for the major parts. It took all day but there were no hitches.

I had a US driver's license at the time and was asked to show it at the final window. I got nervous and couldn't find it in my purse. The paperwork went through just fine without it. I found it as soon as I got in my car to drive home.

Thank you very much, all. Sounds like a trip to New York for an FM3 is in my future. That way I'll have it whether they ask for it or not. Sounds like my friend in Victoria can easily handle the necessary paperwork if I motivate him financially. Now what about this comprabante de domicilio? I own my little ranch, but it doesn't have any electricity or phone and probably never will. Nevertheless, it has a house, and it's my house. What else might they take, the deed? I ran into this problem last time I was down there, trying to establish a bank account. I had to give up, because it was time to go home. I was going to ask my Victoria friend to solve that one for me too, since he used to work for the very branch of Banamex I want to have the account at. He'll probably succeed just because of the pull he has, but it won't impress the motor vehicles guys. Any ideas? Thanks again.

Just as a suggestion, you might try using the receipt from the yearly property tax, the "impuesto predial". This usually gets paid each year at the local town hall.

That's an excellent suggestion, but fortunately or unfortunately there's no tax on agricultural land! And the house is at the cattle ranch. I do have the little beach lot, but I don't know if anybody'd believe I'm living there since it has no structures yet. I can certainly go into the office in Soto La Marina and pay the taxes (in advance, even) and see if it'll help. Thanks.
