Unguided Fishing by Kayak Quintana Roo Coast?

Can anyone recommend a website(in English) or provide information about the possibility of fishing by kayak in the lagoons along the coast of Quintana Roo? Most commercial sites only mention guided fishing trips. Are there Mexican Laws prohibiting fishing in these lagoon areas using a canoe or kayak? If so can permits be obtained? I am interested in catch and release fishing and don't intend keeping anything. Any info would be greatly appreciated. Thanks
