When I moved to Chiapas in 1998, we lived for a few months in a gated 4-story apartment building in a very swanky part of Tuxtla Gutierrez. (Hey, the 3-bedroom, 2-bath top floor apartment with a separate room for the muchacha was 2800 pesos a month, so I wasn't living too much beyond our budget and besides we didn't have a muchacha so one of my daughters happily took over the servant's quarters.) Anyway, to make a short story longer, on our roof and on the roofs of all the surroundings mansions the clothes lines were enclosed by chain link cages. I was told this was to prevent theft of the clothes, but I finally realized the real reason was the gusty winds that blew in every afternoon from the surrounding mountains and the wire kept the clothes from blowing out across the neighborhood. Don't necessarily suspect a thief when the wind can do the job even better!
