FM3 Can you just get a new one?

My FM3 is gone. I went to migration and after waiting forever, was told that is not where to go. I needed to go to this place in a nearby colonia to find out where to go. I'm seeing this is going to be a nightmare. Mine's up for renewal in August anyway. Can I just reapply for a new one in Albuquerque when the old expires?

I'm guessing that you can because there is a question on the form inquiring if you have ever had an FM3. I think I'd go to the consulate as soon as you get to town to explain your problem.
