I have heard something along those lines but 'near' future certainly isn't mañana - more like 5-10 years. The Rio Panuco lacks depth for the big ships (one of the reasons the container port went up the coast to Altamira) and the docks are in a very ugly part of town - after passing equally ugly ship and rig construction yards on both river banks. There is a large marina & canal improvement project underway but I've heard nothing of whether this may allow for cruise ships part way up the river or the intention is to moor the ships off the coast and lighter the passengers.
