It depends:
1.. AT&T has two digital cellular networks (plus a decaying analog network), their original TDMA network and their newer "Next Generation Digital" (GSM) network. Except for a couple of unusual dual network hybrids such as the Siemens S46, phones will only work on one of the two networks. Note that dual network is not the same as dual band, multiband, or "international" phones, which are all terms for phones which function on multiple frequencies.
2. In Mexico AT&T subscribers with TDMA service and equipment can initiate (make outgoing) but not receive incoming calls made to their US phone numbers. Incoming-call related services such as missed call and voicemail waiting indicators on the phone will not work, so you will need to call your voicemail manually to check for messages. Service is provided on Telcel's "digital" network. Depending on where in Nayarit you are (it's a decent size state....) you may or may not be within a coverage area, but Telcel's TDMA network is extensive.
3. In Mexico AT&T subscribers with Next Generation (GSM) service and equipment can both initiate and receive phone calls, as well as use text messaging. There is also GPRS data service in some urban core areas, but currently no EDGE data service. Service for AT&T Next Generation subscribers is provided on both Telcel's GSM network, as well as Telefonica Movistar's GSM network. Both Telcel and Telefonica Movistar are still deploying GSM service so coverage areas are rather limited in comparison to the carrier's first generation digital networks (TDMA in the case of Telcel, CDMA for Telefonica Movistar). Currently Telefonica Movistar has no GSM service in the state of Nayarit.
4. You'll be paying international roaming rates to either initiate or receive phone calls. This rate varies with you calling plan and options, but center around $1.25/minute. It may take several months for international roaming calls to post to your phone bill.
5. To use your AT&T serviced cellphone in Mexico ("international roaming") you need to contact customer care and have international roaming (AT&T's servicemark is AT&T Wireless Worldconnect) activated. This is free of charge, and should not be confused with for-fee international calling plans. Unfortunately, in November of last year AT&T stopped signing up new TDMA customers for their Wireless Worldconnect Service, which coincided with the discontination of routing incoming calls to TDMA phones (point 2, above). Wireless Worldconnect signups are available for GSM customers.
