Texas license plates

There are lots of different stories about this one including a reply from the government web site saying one cannot register a vehicle in Texas using a mail box address. Mail boxes here in Ajijic say you can, agents for the liability insurance say yes too, one employee of the Webb county tax office in Laredo says yes and another says no. Don't want to drive down there to be refused. Anyone who has done it using a mail box address please help out!!

P.S. We have expired Canadian plates

Hi Gordon and Tina,
Just a curiosity question for a moment: if you're Canadian plates are expired, how are you going to drive down here?
...We're Canadian also and our car learned to speak Texan two and a half years ago.
