Visa requirements for foreign religious workers?

Does anyone know if foreign religious workers are still required to obtain a special visa to live and work in Mexico?
If so, can you point me to a website or other resources that outline the requirements to get such a visa, and any restrictions on the activities one may engage in under the visa...
