From the US Consulate in Guadalajara:
The U.S. Census Bureau will be conducting a test enumeration of American citizens resident in Mexico during the months of February through July 2004. The purpose of the test is to determine the feasibility of including all U.S. citizens living abroad in the next census, in 2010. All U.S. citizens living in Mexico, including dual nationals, are encouraged to take part in the test census, either by filling out and returning a Census questionnaire, available at the Embassy in Mexico City and at the various Consulates General, Consulates and Consular Agencies in Mexico, or by filling out a Census form online at www.census.gov/overseas04.
