Ferry from Florida to Mexico

I've been checking on the status of ferry service to Progreso/Merida and since May this year not a single piece of good news has been heard<p>There seem to be 3 companies interested in providing service, 2 out of Tampa, and 1 out of Miami.
Basically they are all promotional and looking for financial backers<p>The only one that looks sensible, at least for part of the year is Scotia Prince Cruise Line,
http://www.sptimes.com/2002/03/20/Business/Authority_seeks_Tampa.shtml. They actually have a ferry that lies fallow for 6 months of the year when Newfoundland freezes over. The rest seem to be promoters.<p>I'd love to see it, and don't really understand why it hasn't been done. I imagine, both the US & Mexcican custom setups present some major obstacles<p><p><p><p><p>: : Does anyone know of a ferry that runs between Florida (probably Tampa) and Mexico?
