Federal Zone Concession

I would be interested to know if any of you have recent experience in obtaining a federal zone concession here in Mexico. We are in the process of having a transfer from the prior owners to ourselves and before a request can be fully processed, the forms change and it becomes necessary to start the whole procedure over again. (BTW: a federal zone concession is a form of right to rent federal land abutting a waterway, in this case, Lake Chapala.) Any experiences, insights, advice, contacts, lawyers experienced in processing these requests Lakeside, etc. etc. will be gratefully appreciated. Our lawyer is despairing.
