Best sanitation/water cities?

I lived in Guanajuato over 20 years ago and had to leave Mexico because of my chronic stomach problems leading to a number of hospitalizations. I have Crohn's and a resected bowel so my system is sensitive more than normal to Mexican bacteria regardless of normal precautions. I would like to visit (especially Veracruz and Jalapa) and I have heard that the government has been paying some attention to improving sanitation and water. Does anyone know of what cities are the best for a visit in my situation? It is very difficult on a short visit to avoid eating out at all. Thanks in advance.

Water treatment is sketchy country-wide. Even where city water claimed to be "safe" (as in Mérida), the water within a building,reaching the last faucet, may be contaminated. Avoiding salads and drinking bottled water is not sufficient as restaurant workers themselves may practice spotty higiene. Stay at home and enjoy your life!
