Perminate residente card

we were informed today buy a local businessman that when his wife (A USA citizen) applied for a permanent residente card that they Mexican Government informed her that they are no longer issuing Permanent cards. Did she get her information wrong or has anyone heard anything about this. I can find nothing online that says anything has changed.

It may be that her income is not pension bassed. Otherwise, if she is applying under vincula familiar, she will need to get Residente Temporal first; converting later.
What is her current status with INM, and where is she applying?
