On a 6 months Tourist Permit, recent car buying experience?

Please comment on the right-and-wrong of my understanding:

I believe that tourists can buy a used car "easily".

But then there may be a problem registering the car if you do not have a valid Mexican drivers license.
(I am in the city of Guanajuato.)

There is an annual tax or license fee, and an inspection required at registration.

Getting Mexican insurance may not be easy. Imposible?

The Mexican-plated vehicle can be driven to the u.s. and back into México without fees.

Thanks for your time.

My understanding is that all of your points (except the one about getting Mexican insurance for which I have no knowledge) are correct as stated.

It's been true for many years that visitors in Mexico on 180 day Visitante visas can buy cars.

It has also been true that many Mexican states do NOT allow foreigners on 180 day visas to register those vehicles.

Check in your state if you can register the vehicle.

e,g. Yucatan State does not allow it, while Jalisco does.

As of January 2017 Jalisco no longer allows it.
