Churro flour help

I make churro on the corner and recently the sticks started swirling together and becoming a big ball. A video sudgested I need a better flour so it won't stick together but I don't know if its that or my pan. Do you think the flour matters? I use a cheap flour currently and not sure what ( all purpose ) flour I should use
