Moving from Temporary to Permanent Residency

Apologies in advance ... this is my first post on any forum ever.
My wife and I have our Temporary Residence cards(3 years) and decided to convert to Permanent Residence status. We were advised by a person in Ensenada who does this kind of work to go to the San Diego Mexican Consulate, we currently reside in San Diego, and make application. We did so and now have a page in our passports entitled "Mexico Visa" Residencia Permanente. Supposedly, when we cross into Mexico we get our passport visa stamped and have 30 days go to INM and get the rest of the process completed. Here is the problem: when we contacted the person in Ensenada and made her aware of our progress she became concerned because the Consulate did not take our Temporary Residence cards from us. Is this a problem that we have both a visa and a Temporary Residence card at the same time? Who should have requested we turn in our TR cards? What should we do?
