It means that, in the early 1990s (years ago), the exchange rate hit 3000 to 1.

Fun article.

Basically, it seems to be saying that the MXN Peso was the proxy(surrogate) currency for speculators to jump on (punish) when other countries, like Brazil, screwed-the-pooch - because there are no decent markets available for trading the Brazilian Reale...

which inadvertantly made the MXN peso the punching-bag of Wall Street jerk speculators.

" Mexican policymakers (at Mexico's Central Bank) have unveiled measures to discourage speculators from using the peso as a hedging instrument. "

If this is so... GREAT...!

Speculators are the bane of rational capitalism... as
speculators are "the overly-emotional 13-yr-old girls of the investing world".

Sorry, I did not read it was the New Peso, would you please point out the paragraph it mentioned the New Peso and not just the peso new or old.....
