Is it OK to use a different city than the one I told the consulate ?

When I applied for a Residente Permanente visa at a Mexican consulate in the US, I wrote in the forms that I was going to enter Mexico through Puerto Vallarta (that was my intention back then).

Four months later, my intention for the short term has changed, and I would rather start in Ensenada. Would Ensenada's INM office give me any hard time when I show up there, because of the fact that I initially specified Puerto Vallarta ?

How long do I need to stay in Ensenada before I get my immigrado card, assuming I report to the INM office within a couple of days after I arrive there?

By the way, when I report the first time, can I give them a hotel address ? Or do I have to rent an apartment first before showing up the first time at the INM office ?

You have to go to the INM office closest to where you show proof of residence
