Mail import of Prescription Medicine

Been having non pain and non barbiturate medicines mailed to Mexico for years without problem. I suspect the latest has been held by customs. Not sure! Some one has told me I need a permit from Mexico health if so can any one tell me what and where to get. (inhalers, eye drops and ulcer)
