Currently in PV - have question about residente temporal

My niece was told last night by an expat here in PV, that as a result of the last election, it was no longer a requirement to return to the states to go through a Mexican Counsulate to apply for a Residenta Temporal.

Is this true?

Apparently, if you know a person in Mexico that resides in the same state, who owns a business, that person can sponsor you to obtain a Residente Temporal without leaving Mexico. This is coming from a person who's attorney here in PV is the supervisor in the IMF office (I'm guessing). Anyway, my niece has friends in Guadalajara who she thinks would sponsor her and they own a business there.

She will be talking again to a lawyer here in PV on Monday.

In the meantime, I'm leaving for the airport. Times up. Must return to go.
