Do I need to stop at km 21 going into Mexico?

I have a Residente Temporal visa. In 2010 I drove a car into Mx and received my window sticker. I went out of the country in this car, earlier this year and did not stop to have the sticker taken off as I was planning on returning. I am ready to return and want to know if it is required of me to stop at the km 21 office on my way back to Puerto Vallarta? I have been thinking I did not need to stop. I have my currently valid Residente Temporal card with me and also Mexican auto insurance proof.

Aduana might stop you but don't need to talk to INM ..... unless you got an FMM when leaving

What if someone at km21 has a different understanding of the law or rules/regulations? I am sure it will go a long way when the OP claims that "Sparks" told her that it was ok to pass straight through.

Get real, when you arrive at that point they will either wave you through (in my case probably 95% of the time) or they'll direct you to the side for further conversation etc. Only once in 7 years did I have an extended "experience" with them and it was mostly due to towing a basically empty trailer and the need to Xray and my misunderstanding of instructions etc. Generally when you flash your Temporal they'll simply wave you through, no big deal, no concern.

When you pull out of the parking lot with your window sticker there's a guy checking for stickers. Twice he's checked me out and then waved me thru.

My apology, my error apparently, the OP didn't specify the crossing point and I saw "KM 21" which is the common vernacular for the station S of Laredo where I crossed.

they always wave us thru at KM21 south of Laredo…Aduana at border appreciates you stopping if you need to cancel or add visa, etc…
One time I was pulling a loaded trailer & got pulled over briefly but have never been asked to stop in auto or unloaded truck/trailer…
Always a first, I suppose...
