President Enrique Pena Nieto said on Friday he would scrap limits on companies making dollar deposits in cash that were imposed by the previous government.

Here is an article with more detail (from AP, published in Diario de Yucatán). Note that the change in dollar deposit restrictions DOES NOT affect individual depositors, just businesses. Also, those businesses 1) must have been in business for three years and 2) agree to ''verification'' of their paperwork by financial regulatory authorities (the article doesn't specify what authorities).
