Well...the article is dated August 29, 2014. No announcement from EPN that I can find, at least since the article came out on Friday.

I think what the foreign press is referring to is another of the usual "big project plans" to be announced in the Informe. A new airport has been in the talking phase for years. Last time, the Fox Administration faced massive opposition from the local community, which has led to violent reaction by the State of Mexico (under then governor Enrique Peña Nieto). I donno... maybe with so many opponents having been murdered, jailed or otherwise "neutralized", EPN and friends will go ahead with this.

The Mexico City airport handled 31.5 million passengers in 2013, but is operating at near capacity.

Prior to the article you link to, my understanding of the situation was that Mexico City’s Benito Juárez international airport was going to be extended onto federal lands bordering Lake Texcoco.

News reports from a couple of months ago claimed that a long-term 9.2-billion-dollar master plan for the airport, developed by engineering consultancy Arup, had been completed. It calls for the addition by 2018 of four runways and a new terminal able to handle 30 million passengers. By 2060, the airport would have six runways and a second terminal. Among those bidding to design the new terminal are UK-based architect Norman Foster and Mexican architect Fernando Romero.

Was not so long ago, 2012 I believe, that the talk was of considering the Toluca airport as the alternative Mexico City airport. Of course, that plan made sense, would have resulted in less pollution for the Valle de Mexico, with more land available that did not have to be taken from local farmers, etc. The EPN project of a train to Toluca from Mexico City, Observatorio Metro, eventually extended to the current Mexico City airport, could provide efficient, fast access to the Toluca airport.

Well, the current gradiose scheme talks about a 2 runway airport up and running by 2020, with four more runways added by 2050. The design is pretty spectacular, modernistic of course. Then there is the problem of access to the new airport. Anyhow, plenty of wonderful opportunities for politicians and their favorite businessmen. Expanding Toluca's airport has been talked about at least the last 20 years.
