Visitante visa only...living much of the year in Colima, would like to buy/register/stay legit a new scooter down here. Possible?

Registration is a state by state affair. At least here in Yucatan, a visitor visa is insufficient for registering a vehicle (i.e., obtaining a state license plate). I believe that is generally the case elsewhere. This being Mexico, one never knows, and perhaps the officer in the Colima DMV would issue a plate.

You can buy but in many states you need a MX driver's license to register it and for that you need a Temporary or Permanent Resident visa. This is the case in Guanajuato state. One person in Manzanillo Colima whose car I nationalized, did not need a MX driver's license but did show his visa. In summary, best to ask.
