Are there nice Fraccionamientos or subdivisions in Cuyutlan, such as the Fraccs. that we have by Lake Chapala? Are foreigner communities in Cuyutlán?

Sparks can probably better address this, but what time we have spent there - we didn't find too many year 'round foreigners there, a few but not many. It seems to be mostly a weekend get away place & a little ragged around the edges from a lot of deferred maintanence. Pretty quiet during the week. Beautiful beaches though.
You might want to try looking around the capitol of Colima (city) & Villa de Alvarez.

This was answered in the Central Pacific Region section .... and according to Harry there are a few expats there. I wouldn't have guessed it
