Foreign car from province with one plate

I come from Québec which only has one plate for cars. About two years ago some people with similar plate rules were being stopped for only having one plate and someone posted a excerpt from Mexican law that showed this was legal.
I lost my copy of the excecerpt and can't find it on Rolly's website.
Can anyone steer me to it?
