Since no one who has real experience with permanently importing a 4 year old vehicle into Mexico is answering your request, (since the rules for permanent imports only allow 8, 9, 10 or more than 30 years old), you could read Yucalandia's web article on this or Rolly Brooks article for current rules, regulations, and how you could get a Temporary Import Permit.

Both sites have good up to date information, (though I think Rolly may not have personally imported cars?).
