applying for license plates from Clay county South Dakota

Hello
Has anyone applied and received license plate online and delivered to you by mail from South Dakota?
I have a Michigan car plate that is expired, also my registration is expired.
Michigan requires insurance for Michigan no fault insurance to obtain plates. I have moved to Mexico and have Mexican insurance. I want to travel around in my car, but was told that your car can be impond and take away if you have expired plates and registration, I do not want that to happen.
Can you walk me through the steps, do I apply for a new plate or transfer of title or both? I have a Laredo TX mail box.

You apply for both a new SD title and SD registration. If you call (605) 677-7123 you can receive the most up to date information on S.D. plates. Their address is Clay County Treasurer, 211 W. Main St., Suite 201, Vermillion, SD 57069.

You can fill out this form: http://www.claycountysd.org/..._doc.php?sdoc_id=609, and mail it in along with your check, old title, and vehicle information. Their website is at http://www.claycountysd.org/view.php?doc_id=310 .

The website describes an online procedure, but we have not tried it.

You will need an address in the USA where the plates and title can be sent.
They will not send to México.

Is his Texas mailbox not enough? Are PO boxes not allowed, instead requiring a physical address?
We have a physical US address, so, it was not an issue for us.

OOPS Srry, I missed that.

The real question is about "...was told that your car can be impond and take away if you have expired plates and registration" This ia not true.
For registration and license plates for foreign cars, México is divided into two parts:
1. In both Baja states, you are not required to have a temporary import permit, but your foreign registration and plates must be kept current.
2. In the rest of México (often call the main land), you must have a temporary import permit, but your foreign registration and plates do not have to be kept current -- expired plates are OK.

I'm waiting now for my plates and registration from SD now. They are the nicest folks I have ever done business with. Very pleasant and helpful. I called them 3 times with questions, talked to 3 different women, and all were great. Wonderful experience.

We also found them to be very friendly and extremely helpful. True midwestern hospitality!
