I always knew it! Those Mexican 'military checkpoints' are actually convenient drive throughs for selling drugs. "Do you have any drugs in this vehicle? No. Do you want some?"

A third general and a retired Lt. Colonel have also been brought in for questioning:

I don't know if it is still in effect today, but definitely in the late 1980's, the U.S.A. offered diplomatic immunity for senior foreign military officials while traveling in foreign owned aircraft. In other words they are not subject to search and seizure. The man I knew paid $50,000 U.S. for a Paraguay military credentials, and a return trip from Paraguay to Miami on a Paraguay military aircraft. It was good for one time only use. A lot of times they are not transporting actual drugs, but high value assets such as diamonds, priceless art objects, etc., which are used as collateral and security for high level drug transactions, or ????. It might be that only military attaches have this privilege today.

What seems to not be noticed in the foreign reports is that one of these generals was the deputy secretary of defense in the Zedillo administration and apparently still has important ties to his political party.
