Your best bet would be to contact the US government agency involved (would that be Homeland Secuirty?) and get the official answer.
Contacting your nearest US consulate would be a start.

In short, just read
http://bern.usembassy.gov/niv_waiver_program.html carefully, including the "(see link)" link after "Machine readable and e-passport! text.
