Getting birth certificate translated for Mexico

hi I found this forum on google. You guys have a nice community here. Well I have a situation that I need some help with. I run a translation agency in Los Angeles, CA. I have a client who has a birth certificate in the Farsi language, and he is moving to Mexico, so he needs his birth certificate translated to Spanish. He will be submitting this to the county recorder's office to get it apostilled. After searching for a long time, we found a translator that does both these languages, Farsi and Spanish. So we did the translation, and signed a translation certification of accuracy, with notarized signature. Client submitted this to the county recorder's office, and it got rejected because the translator was not certified. The county recorder's office has asked him to get his birth certificate translated by an ATA/court certified interpreter/translator. However, here is the problem: there are no certified translators that do this language combination. I am wondering if you could help me. What are we supposed to do in this situation? Can
we translate from Farsi to English, and ask the client to get the apostille ,
and then once they move to Mexico, they can translate the English to Spanish by a
translation company there?
