I know the OP asked specifically about new cars but I'd like to share a little info about a used car I recently bought in Guadalajara. With topes and narrow streets in Mexico, a new car just didn't make sense.

We ended up buying a 2009 Ford Explorer with about 60,000km for $245,000 pesos which included the title, plates and hologram. At the time the conversion to USD was about $18,000. When visiting Dallas in September we couldn't find a similar make and model for less than $22,000 so we thought the no-haggle price was fair.

The insurance was a little more than I expected with full coverage at $263,000 pesos with a 5% deductible. The cost for the policy was $12,500 pesos.

We bought the car anticipating the need to dispose of the US plated car when applying for inmigrado. We missed the cutoff when the new rules went into effect but now we don't have to worry about whatever aduana rules for permanente.

Skip the eggnog. Too many calories. One of the seasonal drinks we always had at Christmas growing up in Detroit was Southern Comfort and cranberry juice. The tartness of the juice cancelled the sweetness of the liquor and the red color made it very festive.

Since it's going to cost you somewhere between 6k and 7.5k usd, it might be cheaper to import the car. Is it really going to take betwen 1k and 2.5k usd to return to the US and sell the car? That's a huge expense.

Why not pop over to a car dealer in your area and ask those questions to one of their agents. Since I live in another state, I only can answer a few of your questions. Tenencia is/was a yearly federal tax on the value of the car. It was canceled a few years, but each state may institute their own yearly tax. In Veracruz it is around 600 pesos.Your guess on the cost of insurance in in the ballpark. The 16% VAT is included in the list price of the car. The dealer might handle the registration of the car for you. As I said before, it varies from state to state.

Why do you feel the government is ripping you off? Why do you expect this not to have any costs incurred?

You have been offered some different alternatives starting in early December. Since you don't like the free advice you are hearing, I suggest you get yourself a facilitator and pay them to help you get what you want. Then you might pay attention since you are paying for the expertise.

You still have that NOB mentality and it is obvious that you won't be able to do this on your own, unless you start thinking like a Mexican.

So after 41 years dealing with Mexico you still don't know how to get a vehicle legal?

Your questions can be answered by any of your local car dealers. Most of us do not live in GTO and most of what you're seeking will be GTO specific.

Bought a new Honda from the Manzanillo dealership at the end of the model year. There was no dickering over price but Honda Mexico had a rebate which I got upon delivery. However I will never buy from this dealership again.

I was travelling but deposited the full purchase price into their bank account. Called their accountant who confirmed the deposit. Told dealership I would be travelling by bus to the dealership early afternoon the next day to pick up my new car. It was not ready, not clean, no license, etc. I lost my cool but got no sympathy from the dealership. They agreed to drive me to my home and pick me up the next morning. Next morning car was still not ready. I proceeded to add air to all tires, check fluid levels, etc. Several arguments developed but eventually car was delivered and I went to Licensing office for my new plates.

Approximately two weeks later, mail (warranty info. Honda Service information) with the wrong name on it, but correct address was delivered to my home. I called the dealership and asked them to correct the information. They refused telling me to call Honda myself.

Honda Mexico could not believe the hassles I was having with their dealership and said they would investigate. Honda Mexico called back a couple of days later to confirm my complaint but I never heard from them again.

Bummer. A followup question:
Did Honda describe any way for you to get a new or modified factura?
Since the original factura for the purchase of the car acts as the car's official "title" in Mexico, then since the factura has someone else's name, does that mean you are not the official owner. ???

When we go to buy or sell cars, that original factura is signed on the back by the owner describing the sale to the new owner. Subsequent sales are conducted by the subsequent sellers signing statements of transfer to the new buyer, all on the back of that original factura... Maybe there is another way to handle this? , but it seems worth trying to get this error fixed, that concludes with a valid factura that you can use to sell the car (or use to prove ownership).

Can you keep us updated on how things play out?

Thanks for the reply Steve to correct my poorly worded post.

Honda Mexico did provide me with corrected paperwork. Should have mentioned that.

The only service/warranty work I have had done was from a Honda Dealership in Guadalajara. No problems there.

I may be forced by the Mexican Government into buying a Mexican car, (which is just what I always wanted).

I am not really interested in how easy it is to buy, or if your can "dicker" on the price, or who in what state covers the warranty, or the disadvantages of lower suspension, ... etc.

What I need to know is:

1. What is tenencia ?
2. Does the state of Guanajuato have tenencia ?
3. If the state of Guanajuato has tenencia, how long does it last, and at what rates ?
3. What does a quality insurance policy run on a new car on average, including, colision, comprehensive, theft, vandalism, etc. with a deductible no more than MN$6375 (US$500) ?
4. What are the average annual costs of all license plate and registration fees on the average ?
5. Is there a 16% VAT tagged on to the price of a new car ?
6. What other fees, government expenses, dealer fees, or any other fee or expense do I need to know about ?

In other words I need to know how much further I will be ripped off, besides having to take my US vehicle to the border and sell it and loose US$5000 on it, and having to pay the price of the trip costing US$1000-$2500. Besides this loss of US$6000-$7500, I need to try to calculate what the additional annual cost of Mexican ownership is over US vehicle ownership.


John, what did you do with your American car? Didn't it have to be out of Mexico by the January 25th? Did you import your car? Did you get Mexican plates on your car? Did you purchase a Mexican car? Did you get ripped off by the Mexicans? How much money did you lose?

How did you solve your problem?
