This should be a joke, but it's not.

In a hurry? Tell the taxi driver to run that light, speed, do whatever.
No need to worry, he won't get a ticket.
That bus just cut you off and ran a red light.
It's OK; he won't get into trouble.

The traffic cops in Torreón can no longer issue tickets to buses and taxis because the city has run out of the special citation forms required for transportation vehicles. Because of money problems, the city doesn't know when more forms will be available.

You gotta love México!

We are running around in Sinaloa with expired vehicle registrations as of today, because the Govt ran out of forms and doesn't know when more will be available. They gave a month's extension, so let's see if they get it together within the month. Hopefully they will pass the message to the Transitos. I agree...you gotta love it.

When I went to renew my driver's license, Tulum told me that they didn't have any more of the plastic blanks but that it was OK because all the cops knew about it. Doesn't help me at all when I'm over in Yucatan. TIM

No such luck in La Paz. By Sunday, we're expected to be sporting our 2012 stickers and shiny new computerized wallet-sized tarjetas de circulación. But a couple of years ago, under a previous administration, the city ran out of money and had to temporarily suspend public ambulance service except in daytime. They had recently purchased several brand new garbage trucks, and everybody was, like, hmmm …

A few months back, the Mexico City government 'forgot' to order stickers for smog emissions tests. Thousands of people were unable to get the smog tests done at the city's numerous verification centers. Of course no one notified the transitos (traffic police), so many of those stickerless cars were stopped and the drivers fined. Which meant a day in court--via public transportation. Which meant a day lost from work. Which meant--uff! It took over a month for the verification centers to get the new government stickers.
