The jugs of water are suspossed to keep dogs from taking a pipi and or popo near them.
"That's interesting,I have a patch of lawn between the sidewalk and the street that attracts perros callejeros for that very purpose,maybe I'll try an experiment with the jugs."

It could be an old wives tale. The ones I notice on people's grass between the sidewalk and street or fence and sidewalk are usually the 4 liter clear plastic bottles with the labels torn off, about 3/4 full and placed about 3 meters apart and sometimes on their side. It would be interesting if this actually did anything except clutter up the view.
