When you enter the CFE home page, you should see a box to login with user name and password in the upper right hand corner (just below the header bar). That should allow you to see your bill (follow the links to do this). I use Mozilla firefox, and this works for me, but you might want to try it with Explorer, as Sparks suggests.
You can't pay the bill online directly, but need to go through your Mexican bank's website (the CFE payment page should have links to the banks that support online payment for the bill).
Good luck.
PS -- I just checked the site, and think there is a problem with their home page -- using Explorer, I had to click on one of the options (e.g., tu recibo) in order to get to a page where I could log in.

I just tried going to the CFE webpages here along the rainy shores of Lake Chapala (yes, I had maybe an 8th of an inch tonight in upper Ajijic). I had no problem when using IE 8. I got right to my bill at 7:20 PM or so.

1/8 of an inch really does not count as rain. No wonder your lake is always in the process of drying up.

I have internet explorer and no problem accessing their site. Once you register you can see the bill with the current usuage and monthly usage history as well.
I have my bank pay directly so I have not paid via internet but you can pay via some banks. The site directs you through it.

Since the rainy season is June to October, 1/8 in January DOES count as rain.

I use Google Chrome for this site, with no difficulty.
