Here in Yucatan, the army has trucks with cameras that take pictures of the plates of cars going through the retens. It reads the plate and sets off an alarm if it is in the database of wanted or stolen cars. It works pretty well although foreign plates can cause a false alarm.

Friends of mine had the plate number of a car stolen in Cancun and were stopped several times at these retens. I was with them once and went back to talk to the commanding officer, he showed me the inside of the truck and the picture that was taken of their plate and the plate that was wanted. The numbers and letters were the same and the background color was similar but my friend's plates were Canadian and the stolen car had a plate from northern Mexico. They were always released after they were stopped and now we knew why.

He told me where to go in Merida to have it noted in the computer. We did that and they weren't stopped again. Interesting technology and in use as long as 2 years ago here.

My home town uses a similar technology but currently only for parking tickets.... take a picture, hit a database
of vehicles with outstanding fines, voilà!

A lot of folks look at this as 'big brother' intrusion. I'm not one of those folks!

Do you have any data to show that it is disproportionate to the percentage of Latinos working in those agencies or living in the area?

I won't comment on what you may have been implying with the quoted comment, but you do know I assume that fluency in Spanish (or the ability to acquire functional fluency in Spanish--determined by testing) is a job requirement for a position as a CBP agent?
