I just read that article. It does provide good insight into how Mexican governmentfunctionaries take forever to get things done - a dispiriting combination of the mañana cliché and typical bureaucratic inertia!

Steve, a slight tweak to your Spanish: that should be "
El tiempo lo dirá". Keep in mind that in Spanish nouns that refer to abstract concepts, in the case "time", always use the definite article, the opposite of the English usage.
