Today we were getting my DH's picture taken for his visa renewal and ended up talking to one of the ladies who does the Visas for people for a fee. I mentioned the new leys and that they were suppose to be in effect by December and wondered what impact they would have. She didn't know anything about the May 2011 changes - just said that they made changes all the time and no one paid attention.

So I wonder if we will actually see the changes in place next year when we go to renew. I'm hoping for the point system that allows you to become a permanent resident immediately if living full time here and receiving an annuity (i.e. Social Security from USA) without the 4 years of renewals.

When submitting my file yesterday to renew my "Inmigrante" status, I asked the INM agent about the new regulations. He said they'll go into effect in the coming year (2012), so I don't have to worry about them until next year's renewal.

I've already been here for more than four years and by the next renewal will have had FM2/Inmigrante status for four years, so I also hope to qualify as a permanent resident under the new rules.

I like your cat's picture. At the moment, George, my Bengel, is curled up next to me - summer must be over.

Next week I'm planning on submitting my DHs renewal app. I have most of what I think I might need (or what I had when I did mine in Sept.) - I still need to go on line and start the INM application process.

Well, sounds like that private sector employee is not in the loop. No one pays any attention! Duh...

As for when the latest changes become effective, an INM staffer in Mérida told me, in early Oct., that it would be in January 2012.

This possibility is a bit comforting. The new INM law requires that they publish the Regulations by Nov. 25, 2011, but I don't believe it specified when they have to actually implement them. It would be great if the INM offices and employees had a month of training and preparation before beginning implementation in Jan., 2010.

Yucalandia, Do you REALLY believe that INM will be ready in January if the new regs are published Nov. 25? If so, you're a dreamer! NOTHING, honestly NOTHING official happens in México after Dec. 11 until Jan. 7 (and that means Jan. 9 this coming year!) More than once in all the years I've lived here have I been frustrated by this.

Ii recently went to a meeting where the US Consular Officer from the Mazatlan office was speaker. He was told that the new law will go into effect in 2013. He likely got the info from the US Consulate in Hermosillo. That sounds more reasonable.

That will certainly allow for all of the Gringos on various forums time to continue with speculation and their own versions on how they know the law will work!

I agree and I would suspect that means dancing your way down the river from log to log, hopefully without falling in and getting all wet! Who knows . . . . . . . maybe . . . . . . just maybe, I will have received my Mexican gov't refund by then!!!!!!!!!!!!! (smiling)

Just because they might not be ready does not necessarily mean that they will not be implementing the new regs... with possible office by office variations in the implementation.
