Bringing a motorcycle into Mexico

HI: I am asking information for a friend who wants to ride a motorcycle into Mexico through N. Laredo. He will have a tourist visa and the bike is one he is making payments on...ie he will have the bill of sale but not a clear title. What paper work will he need to bring the bike in? Will appreciate your information. Thanks,

He will need a Letter of Permission from the Lien Holder granting him permission to take the bike into Mexico.

I will assume he hasn't taken a motorcycle into Mexico before. Is it a dual sport, dirt bike or a street bike? I would think twice(or even thrice) before bringing a street bike into Mexico. Most of the Mexican roads I'm familiar with would have me retightening every nut and bolt on my bike daily. Riding in Mexico is totally different from riding in the US.
I keep being tempted to bring my cruiser down, but just thinking about all the topes generally stops me. Which reminds me. From Del Rio, TX to Xalapa Veracruz I counted 683 topes!

Like anything else related to Mexico, the lien holder letter isn't an absolute as we have all read of crossings where it wasn't mandatory but it could put a crimp in trip plans is one hit an Aduana official that required it. We have only had experience with obtaining the letter from Ford Motor Credit and they had no problem with it. I would suspect that ones relationship with the Lien Holder has a bearing on their willingness?

If you are worried about a few topes maybe Mexico is too wild for you. I have a 2008 HD Fatboy and a 2011 HD CVO softail screaming eagle and ride all over Mexico on them. Yea the road conditions aren't the best but nothing is perfect but I sure wouldn't let a few topes keep me from enjoying my bike and Mexico. We ride to all the rallies and to the beach all the time.

Under the new regs you will have to leave a deposit based on the year of the Bike. Up to $400. Bike must be retrurned to the USA before the permit expires.
