Converting a Student Visa

A friend of mine wants to convert a Student Visa, no inmigrante or FM3 or FMNI, to at least one with the Modalidad of Rentista. He has no income from outside of Mexico, however, has a substantial amount deposited in a Mexican bank. More than enough to qualify for a visa. He visited INM and was told that he had to wait five years to apply for a visa. This led me to the belief that he misinformed the agent or the agent didn't know about what they were speaking. In the past, you had to leave the country if you had a Student Visa and return with an FMT or, now, an FMM as you could not convert a Student Visa. Is it possible to convert a Student Visa to a Rentista (or a variation of that) and does a substantial deposit in a Mexican bank cover the monthly income requirement?

He should go into immigration and use the words "Cambio de Charactoristica" Then they'll understand.
